YOUTH & NON-PRO EXHIBITORS
RULES GOVERNING THE OVERALL FEE OPTION

Any Youth/Non-Pro may take advantage of the $100./$135. Overall Fee plus $1. Per Class Per Judge.

The Youth/Non-Pro may show any number of horses (All horses must be stalled) for the same overall fee.

Any Youth/Non-Pro taking advantage of the overall fee option will be required to enter only one of their horses in one open class.

Youths/Non-Pros using the overall fee option may enter any number of horses in any and/or all classes (Halter, Open, Performance, Youth or Non-Pro Classes).

Another Exhibitor or Trainer riding horses for the Youth or Non-Pro will be assessed the full entry fee for the class.

Any Youth/Non-Pro that does not wish to follow the requirement to enter an open class are welcome to participation the show and can pay the per class entry fee.


GENERAL RULES & REGULATIONS

All participants must be members of the ApHC, a copy of 2012 ApHC membership card should accompany entries.

Pre-entry Deadline is September 1, 2012, pay and charge options available on entry form.  Late entries will be charged a $10.00 late fee, per horse.  Stall payments received after September 1, 2012, will be an additional charge of $5.00 per stall.

Entry blanks will not be accepted unless signed by owner or authorized agent.

Surcharge of $25. Plus collection fees will be assessed to any individual or stable that presents a check to WNYAA and it is returned for insufficient funds.

Canadian Checks must be PAYABLE IN US FUNDS.

Should any dispute or question arise that is not provided for in the rules, it shall be referred to the show committee, whose decision shall be final.

The Horse Show will not be responsible for any accident of any kind or nature that may occur to any animal, person, or property.  The exhibitors and spectators shall hold them harmless and indemnify them against any legal proceedings arising from any accident damages.


NEW YORK STATE HELMET LAW:

Effective January 5, 2000 in the State of New York the law requires that All PERSONS less than 14 years of age are required  to wear a helmet that meets or exceeds the ASTM F1163 (Safety Equipment Institute Certified) Equestrian Standard.  This Law falls under Section 1265 of the Vehicle and Traffic Laws of the State of New York.  Any individual on horseback/driving must wear the helmet at all times mounted on a horse.  In an effort to comply with NYS Law, The ApHC Board of Director’s Executive Committee has determined that in the State of New York, exhibitors 13 years of age and younger are not to be penalized for wearing a helmet in Western Classes that doesn’t look like a western helmet.  It is not the responsibility of the ApHC show management or judges to ensure that the exhibitors abide by this law or to ensure that helmets meet or exceed ASTM standards.  It is the responsibility of the parent or guardian to ensure that their child is in compliance.  Effective June 1, 2001, all persons operating a bicycle, moped, motorcycle, 4 wheel motorized off road vehicle (which includes 4x4’s, 4 wheelers, lawn tractors, utility vehicles) on New York State Lands, Roadways and Highways, must wear an approved helmet.


Absolutely no smoking in the Barns or Coliseum!!   All medical waste must be disposed of in the proper receptacles provided on the fairgrounds under NYS Law!!  This will be strictly enforced!!

Absolutely no awnings will be allowed to be used on the fairground .

All motorized vehicles operated on the Erie County Fairgrounds must be licensed.  Operation inside the barns is prohibited.  Tractors and lawn tractors only may be utilized for their intended purpose.  Helmets are required under NY State Law for all operators.

Manure is to be placed in designated areas ONLY.  Never on the grass.  Do  not clean out trailers on the grass or pavement and leave the manure.

Trailers not to be used for campers are to be parked in the designated parking areas.


ALL DOGS MUST BE ON A LEASH.  All animals on the grounds must have been vaccinated for rabies and be appropriately tagged or certified.  HORSES MUST HAVE BEEN VACCINATED FOR RABIES IN 2012.

To insure that all exhibitors have an enjoyable show please adhere to the following state requirements.  The owners of any horse admitted to or permitted to be present on the Erie County Fairgrounds during the period of any horse show must file with the show secretary a certificate showing that the horse has been tested negative for Equine Infectious Anemia (EIA) during the calendar year in which the show is held or the previous calendar year.  In addition, out of state horses must be accompanied by an official health certificate issued within 30 days prior to entry into New York State.  Just a reminder, there will be a State Veterinarian in the show office, as in past years.
